To address this challenge, diagnosis is one of the key steps of the circular methodology needed to be implemented to tackle energy poverty. To diagnose a potential situation of energy poverty, it is essential to measure it based on indicators that can capture different facets of the phenomenon.
The availability of data and the selection of adequate indicators are becoming increasingly more relevant at European, national and local levels. In this report, the Energy Poverty Advisory Hub EPAH focuses on national-level indicators and how they can aid Member-States in their understanding and diagnosis of energy poverty levels and in their strategies and policies to plan and implement mitigation measures.
This report explores each one of the 21 indicators available to compare EU countries by providing details and explaining the limits and application suggestions of these indicators in national contexts.
